Description: Due to an incompatibility between Slang2 and patched Slang1 libraries,
the displaying of non-ASCII characters was broken in non-UTF-8 locales.
It had the biggest impact on locales like ru_RU@KOI8R.
The bug did not appear in UTF-8 locales, which are the default.
